The National Water Harvesting & Storage Authority (NWHSA) is a State Corporation under the Ministry for Water, Sanitation & Irrigation in Kenya. The Authority was established under Section 30 of the Water Act, 2016, which came into effect in April 2017 as part of the water sector reforms aimed at improving the management, development, and sustainability of Kenya’s water resources.

 NWHSA is the successor to the former National Water Conservation and Pipeline Corporation (NWCPC).  NWHSA is not a separate institution competing with NWCPC; it is the legal and institutional continuation of NWCPC under a new name and mandate established by the Water Act 2016. 

NWHSA inherited its responsibility for developing and managing strategic national water storage infrastructure. The establishment of the Authority aligned Kenya’s water governance framework with the provisions of the Water Act 2016 and the Constitution of Kenya 2010, which recognize access to clean and safe water as a fundamental right.
