The Authority has a Business Development Unit that coordinates and provides services to other institutions

INTRODUCTION
In the pursuit of the vision 2030 goal of alleviating water scarcity and associated challenges by the Government of Kenya, and in addition to the Government’s insistence on maintaining self sustaining entities in line with its reduction of the public wage bill, the Corporation’s Board created a Business Development Unit (BDU) department in 2007 as a commercial wing with core objective of exploring and raising revenue to finance the Corporation’s activities besides supplementing the revenue grant allocation by the exchequer.
Since its inception, BDU has been engaged in various commercial activities. Majority of the commercial works executed by this unit have been biased to construction of water pans, drilling and equipping of boreholes. Business Development Unit has also undertaken limited Consultancy services and hire of Equipment.
Goals & Objectives of BDU
• To raise Appropriations in Aid(AIA) to finance the Corporation’s recurrent budget
• To reduce the Corporation’s reliance from the Exchequer
• To make the Corporation self reliant in recurrent expenditure in the long run
• To increase competitive edge in carrying out its business
• To optimally utilize the Corporation’s technical capacity
• To offer competitive services in the construction industry
• To increase market, share in water infrastructure development

Vision
To be the unit of choice in the provision of water and other infrastructural services.

Mission Statement
To provide competitive and excellent water services including consultancy and construction of water supply systems, dams, pans, boreholes and other services that meet and exceeds customers’ expectations.

BDU Key Competencies
1. Modern Surveying, drilling and construction equipment
2. Experienced, multi-skilled and knowledgeable technical staff ranging from Engineers, Geologists, Surveyors, Business Developers and Drillers,
3. Staff who have been working on jobs covering all the geographical locations and terrains; they have learnt the cultural diversities in the country hence adaptability is an edge over other competitors.
4. Being a government entity, the BDU has a first stop priority from other governmental institutions (albeit to avoid requirements of the lengthy and tedious procurement procedures confidence that a government entity will work better than other private individuals/entities)
5. To keep the costs low, the unit ensures that overheads and labour costs are kept to the minimum as such competitive rates.

BDU has a competitive advantage in comparison to other industry players owing to its association with the Corporation’s in terms of its physical resources and human capital expertise. This advantage is vital in its segmentation of the market in terms of services and thereby tapping revenue from an expanded market.

COMMERCIAL ACTIVITIES OF BDU
• Drilling and Equipping of Boreholes
• Construction of small dams and pans
• Engineering consultancy services
• Plants and equipment hire
• Water tankers – selling water to areas with deficit
• Office & cafeteria space rental
• Improvement of existing laboratory to conduct commercial water tests including bacteriological and chemical analysis
• Joint ventures with private sector (Public Private Partnership)
